Mtro. Juan Carlos Gómez Rangel

Master of Laws Juan Carlos Gómez Rangel is an attorney, academic, and distinguished Masonic leader with more than four decades of experience in the practice of law, legal education, public service, and institutional work. He earned his Bachelor of Laws degree from the University of Guadalajara, Class of 1975–1980, and his Master of Laws degree in Civil and Financial Law from the same institution, Class of 2002–2004, complemented by postgraduate courses and programs at the University of Guadalajara, ITESM, and ITESO. Since 1980, he has practiced law and served as a professor at the University of Guadalajara and ITESO, teaching Contracts and Succession Law. For more than 30 years, he directed various University Legal Aid Offices and served as an advisor to the Ignacio Ellacuría, S.J. Legal Clinic. From 2004 to 2005, he served as General Interinstitutional and Expert Evaluation Coordinator at the Jalisco Institute of Forensic Sciences.
His Masonic career began in 1989 at the Respectable Symbolic Lodge Ignacio Ramírez No. 18, where he attained the degree of Master Mason in 2011. He served twice as Worshipful Master and held several senior positions within Regular Freemasonry, including Junior Grand Warden, Deputy Grand Master, and Most Worshipful Grand Master of the Grand Lodge of Western Mexico. He was also a founder of the Sovereign and Free Supreme Philosophical Council of the State of Jalisco and the Confederation of Free and Sovereign Supreme Councils of the Mexican Republic, serving as Most Powerful Grand Commander, as well as Deputy for the Fifth Zone of the Confederation of Regular Grand Lodges of the United Mexican States and President of its College of Masonic Attorneys. A distinguished jurist and legal scholar, Dr. Evir Álvarez Castillejos serves as President of the Latin American Bar of Masonic Lawyers, bringing over four decades of dedication to justice, ethical leadership, and the fraternity. With a robust academic background including a PhD in Criminal Legal Sciences and specializations in Juvenile Justice and Accusatorial Systems, he has established himself as a leading authority in international legal frameworks.
Throughout his career as a corporate advisor and trial attorney, Dr. Álvarez Castillejos has specialized in Criminal, Civil, and Constitutional Law (Amparo). His professional journey is defined by a commitment to academic excellence, having served as a university professor for generations of legal professionals, and his active participation in global legal colloquia across Europe and the Americas.
In his Masonic path, he has achieved the 33rd Degree of the Ancient and Accepted Scottish Rite. Dr. César Octavio Baptista Torres

Dr. César Octavio Baptista Torres, born on April 4, 1981, in Mexico City, is a Mexican jurist whose career has been distinguished by his commitment to legal education, professional practice, and ethical development. He holds a Bachelor of Laws degree, a Master’s Degree in Criminal Law, and a Doctorate in Criminal Law. His professional practice focuses on Criminal Law, particularly Corporate Criminal Law and financial and property-related offenses. For the past seven years, he has led Baptista Abogados, providing specialized legal counsel, representation, and defense in complex criminal matters. He has also served as a university professor, contributing to the education and professional development of future legal practitioners.
His legal and academic career is complemented by a longstanding commitment to Freemasonry and the study of its principles, traditions, and symbolism. Initiated in the Ancient and Accepted Scottish Rite and later raised to the Sublime Degree of Master Mason in the York Rite, he has also studied the Rectified Scottish Rite and its chivalric traditions. He currently serves as Worshipful Master of San Jorge Lodge No. 3, under the jurisdiction of the Grand Lodge of Mexico City, and has been elected to preside over its Jurisprudence Commission. Dr. Víctor Marcelo Ruiz Reyna

Dr. Víctor Marcelo Ruiz Reyna is a distinguished Mexican jurist from Tuxtla Gutiérrez, Chiapas, whose professional career reflects a steadfast commitment to the rule of law, public service, higher education, and human dignity. He holds a Doctorate in Law, a Doctorate in Education, Master's Degrees in Tax Law and Oral Litigation, and advanced specialization in Real Estate Law and Property Valuation, combining broad academic preparation with extensive professional experience.
His judicial and public career includes service as Chief Justice of the Administrative Court of Justice of the State of Chiapas, Regional Civil Magistrate, Judicial Inspector of the State Judicial Council, and Magistrate of the Administrative Review Chamber. At the federal level, he served as Chief Legal Counsel and Director General of Agrarian Legal Representation of the National Agrarian Attorney's Office, Chief of Staff to the Secretary of Agrarian Reform, and Federal Delegate of the National Agrarian Registry in Chiapas. Dr. Eduardo Velázquez Hernández

Dr. Eduardo Velázquez Hernández, born on March 9, 1978, is an education professional, entrepreneur, public servant, and scholar of law whose career reflects a longstanding commitment to academic development, institutional service, and education. He has pursued studies in Elementary Education and Pedagogy, earned a Master’s degree in Educational Sciences and a Doctorate in Education, and completed coursework toward a Bachelor of Laws degree. Since October 2, 2000, he has served as a Telesecundaria teacher and has held several senior positions within Mexico’s public education sector, including Executive Coordinator of the Secretariat of Education, Interinstitutional Liaison Coordinator in the Governor’s Technical Secretariat, Undersecretary of State Education, and Undersecretary of Federalized Education. He also served as an advisor to the Education Commission of the Congress of the State of Chiapas during the LXVII Legislature and has pursued activities as an educational entrepreneur, participating in the management and development of higher education projects and institutions.
His professional career also includes significant leadership responsibilities within Section 40 of Mexico’s National Union of Education Workers (SNTE), where he held various positions involving union representation, negotiation, and institutional coordination. His Masonic journey began at his Mother Lodge, the Respectable Symbolic Lodge Miguel Ángel Cal y Mayor Gutiérrez No. 44, in Tuxtla Gutiérrez, under the jurisdiction of the Regular and Confederated Grand Lodge of the State of Chiapas. His service with the Latin American Bar Association of Masonic Attorneys, A.C., brings together his experience in education, higher education management, public administration, law, union representation, and Freemasonry.
